BAU Scientific Activities Funding Rules Download

Preamble
BAU Batumi International University (hereinafter referred to as the “University”) finances scientific research, participation in scientific and educational events from its own financial resources within the limits of the funds allocated in the budget of the relevant year in accordance with the rules provided for in this document.

Article 1. Types of Financing

1. The University finances the following scientific and research activities

a). Financing of a scientific and research project;

b). Financing of the publication of a scientific publication;

c). Financing of participation in a scientific event;

d). Financing of the organization of scientific and educational (conferences and summer/winter schools) events

2. Time resources spent by academic staff on research activities are compensated within the limits of the academic workload provided for the relevant position, in accordance with the “Rules for the Load of Academic and Invited Personnel” of the University.

Article 2. Recipients of Funding
2.1 The University’s affiliated academic staff is entitled to receive University funding.

Article 3. Funding of a Scientific Research Project
The funding of a scientific research project may include:
a). Funding of research within the framework of a university grant.
b). Co-financing of the project by a donor organization within the framework of a grant competition.
c). (Co-)financing of research jointly carried out by the University and other institution(s).

Article 4. University Grant Competition
4.1 At the beginning of the academic year, a university grant competition for the next academic year is announced;
4.2 The University’s affiliated academic staff is entitled to submit an application for participation in the grant competition.
4.3. It is permissible to include other persons in the grant project team, if this does not cause a conflict of affiliation with another institution in the use of the scientific results of the competition.
4.4. The grant competition includes the stages of receiving guarantee applications, selecting them, evaluating them by an independent commission, identifying winners, financing, interim and final reporting.
4.5. The announcement about the competition is posted on the university website.
4.6. In order to participate in the grant competition, the participant must submit to the university:
a). Application for participation in the competition (Appendix 1).
b). Project application - a description of the research project, in accordance with Appendix 2.
c). Project budget - in accordance with Appendix 3 of these Rules
d) Logical framework of the project, in accordance with Appendix 4
e). Information about the persons involved in the project - the project team. In case of including persons not affiliated with the University in the project team, CVs of the relevant persons must be submitted.
f). Ethical review application for the project (Appendix 5).
g). Other documentation - at the discretion of the project team.
4.7. In case of an incomplete application, the University reserves the right to set a reasonable deadline for the applicant to complete the information, and in case of its incompleteness - to leave the application without consideration.
4.8. The following cost components may be taken into account in the budget of the grant application:
a). Costs of purchasing research materials, reagents, kits, equipment.
b). Subcontracting costs, remuneration of the invited researcher or other persons involved in the research, one-time service costs related to the research.
c). Travel expenses, calculated in accordance with the requirements of applicable legislation
d). Costs of registration at the conference, publication of a scientific paper created within the framework of the research.
e). Other costs whose purpose is derived from the content of the project.
4.9. The remuneration of the grant project submitter, as well as affiliated academic personnel involved in the research, is carried out from non-auditory activities determined by the University's "Rules for the Load of Academic and Invited Personnel".
4.10. In order to maximize the distribution of resources among the personnel, the following restrictions are applied to the number of grant applications:
a). An applicant can simultaneously lead no more than two funded projects and additionally be in a maximum of two funded projects in a non-leadership status.
b). An applicant can finance participation in only one international conference per year within the framework of the grant.
c). Applications will not be accepted from applicants who have not yet completed/opened an existing grant and have not fulfilled the obligations assumed in the number of projects provided for in subparagraph “a” of this article.

Article 5. Grant Project Evaluation
1. The university shall carry out the initial evaluation of grant applications based on the completeness of the information provided in this Rule.
2. The substantive evaluation of grant applications shall be carried out by an independent grant commission established by order of the university rector.
3. The grant commission shall consist of at least 5 members who have experience in research work in the relevant field. The majority of the commission members (at least 3 members) shall be independent (not in employment relations with the university).
