The governing bodies of the university are
Partners Assembly
The highest governing body of the University is the Partners’ Meeting, which supervises the legality, appropriateness, efficiency, and financial-economic activities of the University.
The Partners’ Meeting:
- Makes decisions regarding amendments and additions to the University’s registration data and Charter, and approves the new edition of the Charter;
- Appoints and dismisses the Rector and Director of the University, and supervises their activities;
- Approves the strategic development directions of the University;
- Approves the University budget submitted by the Director and hears the budget execution report;
- Approves the University transactions related to the acquisition and disposal of immovable property;
- Is authorized to request financial reports for the relevant period from the Director of the University at any time, to control and inspect the University’s financial documentation and budget execution;
- Is authorized to request information from the Rector of the University at any time regarding the implementation of the University’s strategic development and action plans;
- Is authorized to suspend and/or annul legal acts adopted by other governing bodies and/or officials of the University that are illegal and/or contradict the University Charter and/or these Regulations and/or other internal normative acts.
Other powers of the University’s Partners’ Meeting are defined by the Charter.
Academic Council
The Academic Council is the highest representative collegial body responsible for defining policy and implementing management within the academic activities of the University.
The Academic Council consists of the Rector of the University, Vice-Rectors, and affiliated professors of the University.
The Academic Council:
- Approves educational programs, amendments and additions to them, and makes decisions regarding the merger, separation, and cancellation of educational programs;
- Approves the rules, standards, and procedures for the implementation of educational programs, as well as the regulations of the University’s educational units;
- Approves the rules and procedures for supporting, implementing, and evaluating the University’s research activities, establishes standards of research ethics, and establishes the Research Ethics Committee;
- Approves policies for the evaluation, quality assurance, and development of educational and research processes, reviews reports of the Quality Assurance Office, and develops recommendations for further development;
- Based on the submission of the School, approves the number of students to be admitted according to educational programs, in relation to national examinations, mobility, and international students, in accordance with the procedures established by legislation;
- Approves documents related to the organization of the University’s academic activities — the rules for obtaining, suspending, terminating, and restoring student status; student assessment and examination procedures; recognition of education received at another educational institution; and the Student Code of Ethics;
- Develops the main directions of the policy for the development of internationalization, joint educational and scientific research activities, international mobility, and cooperation;
- Based on the submission of the School, approves coefficients for the Unified National Examinations and components of the University Master’s entrance examinations;
- Provides recommendations regarding the University’s strategic development plan and develops strategic initiatives concerning the main directions and priorities of educational and research development;
- Provides recommendations regarding the recruitment and competition procedures for academic and invited personnel, the workload of academic and invited personnel, and the rules and scheme for affiliation with the University;
- Makes decisions on granting the status of Honorary Professor to academic personnel of the University or to an honorary member-scientist of the public;
- Establishes permanent and temporary committees and working groups;
- Exercises the powers defined by the University Charter, these Regulations, the Academic Council Regulations, and other internal normative acts.
The procedures for the activities of the Academic Council, obtaining and termination of membership status are defined by the University’s “Regulations of the Academic Council.”
Within the scope of its authority, the Academic Council issues resolutions.
The support and coordination of the activities of the Academic Council are ensured by the Rector of the University. At the same time, with regard to matters defined by internal normative acts, they represent organizational-structural units accountable to each other.
Rector
The authority for the management and representation of the University is vested in the Rector, who is appointed to and dismissed from the position by the Partners’ Meeting.
Hikmet Yildirim
Director
The authority to manage and represent the University is vested in the Director, who is appointed and dismissed by the Meeting of Partners.
The Director of the University:
- Without additional power of attorney, represents the University in relations with third parties and concludes relevant transactions;
- Represents and protects the interests of the University in court, state institutions and in relations with other legal or physical persons;
- Represents the University in relations with banks and other credit institutions, ensures the opening, closing, management of bank accounts and other related powers;
- Within the scope of his competence, issues trade and other powers of attorney;
- Approves the annual budget of the University and the budget of organizational and structural units, controls their implementation and submits a report thereon to the Meeting of Partners;
- In accordance with the internal normative acts of the University, establishes and approves the tuition fee, the amount of grants and scholarships to be awarded;
- Within the scope of its competence, makes decisions on issues that require the University to assume and/or fulfill financial and/or other property obligations (including in the part of confirming the University's strategic plan), concludes contracts (including procurement, property management, labor and service contracts) and ensures their execution;
- Makes decisions on the disposal of the University's finances, cash, material and technical or any other valuables;
- Approves the University Statute, determines the organizational structure of the University, the number of academic and administrative staff units, approves documents related to the implementation of organizational and personnel policy (human resources management policy, personnel recruitment rules, internal regulations and documents defining the norms of ethics and disciplinary responsibility), hears reports on personnel and organizational efficiency and responds accordingly.

Prof. Irine Imerlishvili
Rector
- Without additional authorization, represents the University in relations with third parties and concludes relevant memoranda, provided that such transactions do not involve the assumption of financial obligations;
- Is authorized, based on the authorization granted by the Director, to represent and defend the interests of the University before courts, state institutions, and in relations with other legal and natural persons;
- Within the scope of his/her competence, supervises the implementation of the University Charter, regulations, and other internal normative acts;
- Chairs and signs the minutes and resolutions of the Academic Council meetings;
- In accordance with the legislation of Georgia and the University’s internal normative acts, makes decisions regarding the granting, suspension, termination, and restoration of student status;
- Establishes and approves the academic calendar, which defines the dates for the beginning and completion of the academic year, academic and financial registration, examination periods, and other deadlines related to the educational process;
- Approves and signs University documents certifying education (certificate, diploma, diploma supplement, and others);
- Submits drafts of the University’s strategic and action plans, as well as reports on their implementation, to the Director and the Partners’ Meeting;
- Within the scope of his/her competence, signs University correspondence and/or issues authorization for signing;
- Makes managerial decisions on matters that, according to the University Charter, these Regulations, and other internal normative acts, do not fall within the exclusive authority of the Partners’ Meeting or the University’s structural units;
- Decides on assigning a matter to a specific structural unit if, according to these Regulations or other internal legal acts, the matter does not fall within the authority of any structural unit or simultaneously concerns several structural units;
- Is authorized to suspend and/or revoke/declare invalid legal acts issued by organizational-structural units and heads accountable to him/her if such acts are illegal and/or contradict the University’s internal normative acts;
- In accordance with the legislation of Georgia, University policies, and other internal normative acts, ensures the implementation of competition results through the issuance of an individual legal act — an order;
- Submits reports on completed work to the Partners’ Meeting, the Director, and the Academic Council;
- Exercises the powers defined by the University Charter, these Regulations, job instructions, and other internal normative acts.
The Rector is authorized to delegate certain individual powers defined by these Regulations to other organizational-structural units, provided that such delegation does not contradict legislation or the provisions of the University Charter.
In case of temporary inability of the Rector to perform official duties, the Rector delegates his/her powers to a person designated by him/her. When transferring authority, the Rector issues an order specifying the list of powers to be transferred through delegation and the period of delegation. If such an order has not been issued, the Vice-Rector of the University fully assumes the duties and powers of the Rector.
Within the scope of his/her authority, the Rector issues orders, and within the framework of the Academic Council’s activities, signs the resolutions of the Academic Council.
In terms of the University’s strategic, organizational, and financial activities, the Rector is accountable to the Partners’ Meeting and the Director, while in terms of the academic and scientific directions of the University’s activities, the Rector is accountable to the Academic Council.
Giorgi Tskhvediani
Vice-Rector · Academic Affairs
In the area of academic activities, the Vice-Rector:
- Supervises and coordinates the activities of the structural units under his/her supervision — Schools, Quality Assurance Office, Library, and Examination Center;
- Approves the action plans of the structural units under his/her supervision, evaluates performance reports based on the University’s development needs, prepares an annual report on completed activities, and submits it to the Academic Council and the Director;
- Coordinates the development of the strategic development plan and exercises administrative supervision over the implementation of strategic objectives in the academic area;
- Supports the academic development of the University and ensures the compliance of the educational process with state and internal institutional requirements, as well as with best international practices and the overall quality development cycle;
- Supervises the implementation of the University’s academic policies and regulations regarding the educational and research activities, workload, evaluation, and motivation of academic personnel, and identifies key directions for the professional development of personnel;
- Supervises the development of the University’s quality system and ensures the implementation of relevant quality development principles within the University’s regular academic and administrative procedures;
- Coordinates and supports the scientific research process in accordance with the University’s research priorities, policies, and good international practices;
- Coordinates the University’s accreditation and authorization processes;
- Participates in the establishment of planning, evaluation, self-assessment, and development working groups and coordinates their activities;
- Promotes and coordinates the development of the University’s academic cooperation;
- Develops and approves documents defining the University’s academic policies;
- Represents the University before third parties on matters within his/her authority;
- Prepares an annual institutional report on completed activities regarding the University’s academic activities;
- Exercises other powers assigned under the University Charter, these Regulations, job instructions, and internal normative acts.
Tea Mikeladze
Vice-Rector · Administrative Affairs
In the area of administrative activities, the Vice-Rector:
- Supervises and coordinates the activities of the structural units under his/her supervision — Human Resources Management, Student Support, International Relations and Marketing, Material and Technical Resources, Legal Affairs, and Office Management Services;
- Approves the action plans of the structural units under his/her supervision, evaluates performance reports based on the University’s development needs, prepares an annual report on completed activities, and submits it to the Academic Council and the Director;
- Coordinates the development of the strategic development plan and exercises administrative supervision over the implementation of strategic objectives in the administrative area;
- Supervises the University’s organizational processes and supports their effective implementation, including the assessment of administrative processes in terms of compliance with state and internal institutional regulations, timeliness, and cost-effectiveness;
- Supervises the processes of student recruitment, admission, and student support at the University;
- Supervises the University’s procurement, payment, and financial management processes, as well as the efficient use of financial resources;
- Is responsible for ensuring the proper operation and maintenance of the University’s material and technical infrastructure;
- Supervises the implementation of the University’s marketing and internationalization policies in accordance with institutional challenges and good international practices;
- Supervises the implementation of the University’s human capital management policy, internal regulations, and Code of Ethics, and submits recommendations to the Director regarding personnel incentives or the application of disciplinary measures;
- Promotes and coordinates the personnel development process of the University;
- Develops and approves documents defining the University’s administrative policies;
- Represents the University before third parties on matters within his/her authority;
- Prepares an annual institutional report on completed activities regarding the University’s administrative activities;
- Exercises other powers assigned under the University Charter, these Regulations, job instructions, and internal normative acts.
